PHMSA DER Training
The PHMSA Designated Employee Representative (DER) training, along with its agency-specific addendum, serves as an enhancement to the self-directed DER training program. This course outlines the necessary protocols and procedures mandated by the Pipeline and Hazardous Materials Safety Administration (PHMSA) in accordance with 49 CFR Part 199, specifically for employees engaged in pipeline operations or the transportation of hazardous materials, where these requirements may differ from or elaborate on the drug and alcohol testing protocols specified in 49 CFR Part 40.
It is essential for the DER to comprehend and adhere to the specific regulations pertinent to the mode of transportation governing their sector. Employers face the risk of non-compliance if they adhere solely to DOT protocols without considering those of their respective modal agency.
DERs involved with employees in pipeline and hazardous materials sectors must possess a thorough understanding of the regulations outlined in 49 CFR Part 199, in addition to those specified in 49 CFR Part 40. The following are the safety-sensitive positions as defined in 49 CFR Part 199.
Covered Employees
- Operate a natural and/or other gas pipeline facility regulated under the federal pipeline safety regulations in 49 CFR Part 192, or
- Operate a hazardous liquid or carbon dioxide pipeline facility regulated under the federal pipeline safety regulations in 49 CFR Part 195, or
- Operate a Liquefied Natural Gas (LNG) facility regulated under the federal pipeline safety regulations in 49 CFR Part 193.
